It is with sadness I read of Peter Boulter's passing. In Cumbria after 1983, Peter created a terrific LEA. He ran the Authority with efficiency and flair and launched and guided successful careers of many.
He had a terrific sense of humour and his self-deprecating style enamoured him to many. He was highly regarded by colleagues and he was loyal to all. It was a great shame that all he created was dissipated by Central governmnent's desire to destroy local accountability and take control of the Education System ,which resulted in the flawed piecemeal Academy system being established.
His Quality Assurance system of Adviser/Inspectors to schools, was second to none.
I enjoyed many a conversation with him about Leicester Tigers and various Ashes Tours. He was very knowledgeable.
He was honest and generous in his praise but did not suffer fools gladly and would act swiftly and judiciously when the occasion arose.
I worked with him, firstly as a politician, where he guided and implemented my enthusiastic ideals, noticeably over Nursery Education and the Labour Party's policy of "Rising Fives". Secondly he encouraged and guided me as a new Headteacher in Carlisle.
My success of my career owed him a great deal.
He modernised and guided Education in the new Cumbria Authority into the C20th.
He actively encouraged professional development for teachers and made Higham Hall into a national training centre for their benefit .
He introduced the opportunity for teachers to take further degrees mid career at Charlotte Mason College, an institution he guarded zealously.
He ensured that the Cumbria Outdoor Education Centres in the Lakes were well funded and staffed to provide experiences for under-privileged children from all backgrounds.
His initiatives in supporting and The Labour Administration's Youth Policy meant there were funded Youth Leaders in all the Cumbria's conurbations.
He was rightly honoured and I feel if he had worked in an authority nearer London he would have received a Knight hood.
His contribution to Cumbria was immense and we should remember him well.
