ANOTHER bid to build 67 homes in Thursby has been submitted after the council refused planning permission in April.

Story Homes has re-submitted its proposal to build 67 homes on land to the west of St Andrew’s View in Thursby.

The bid was previously refused by Allerdale Borough Council’s development panel after residents of Thursby raised a number of concerns related to traffic, noise from the road and flicker from the nearby wind turbine.

However, the housebuilder has now submitted an updated planning application, this time including a Shadow Flicker Assessment.

A resident of homes built in a previous phase of development told councillors at the meeting that Story has not taken account of obstructions from trees when assessing the impact of shadow flicker.

In their latest planning statement, Story Homes said: “The assessment follows the industry standard methodology set out in the Parsons Brickenhoff guidance produced for the Department of Energy and Climate Change in 2011.

“The guidance specifies that shadow flicker effects should not exceed 30 hours per year and 30 minutes per day once the relevant environmental conditions have been factored in. These conditions are the position of the sun, the time of day, the day of the year, ambient weather conditions and the position of the wind turbine.”

Story has carried out a further noise survey over a longer period (seven days) in response to concerns raised by objectors.

A survey on road noise carried out between May 2 and the afternoon of May 10 found that “noise should not be a prohibitive factor in the determination of this planning application,” however noise mitigation measures have been proposed.

NJD Environmental Associates said that recommended noise levels can be achieved in garden areas with a three metre to four metre acoustic barrier adjacent to the A595.
