The horses are reported to be in the road on the A685 by the Sedbergh junction near Kirkby Stephen.
Reports have been made throughout Tuesday.
A spokesperson from Cumbria police said: "The stretch of road is particularly busy as we approach the (Appleby Horse) Fair.
"Whilst we have a high police presence in this area to help keep people safe, we would urge people to drive with caution, particularly over the next 48 hours leading to the start of the (Appleby Horse) Fair so we can make sure everyone reaches their destination safely."
