HOPES remain high that Cumbria could be offered a significant devolution deal following talks with the Government’s new Levelling-Up Secretary.

The creation of the new unitary authorities: Westmorland & Furness Council and Cumberland Council open Cumbria up to the possibility of a Devolution deal, hailed by political and business leaders as bringing increased economic growth and more localised decision-making.

If the leadership of the new councils are agreeable, they could decide to form a Combined Authority which would be responsible for driving economic development and strategic thinking around skills growth and transport.

Meanwhile, the unitary authorities would be able to focus on the delivery of day-to-day services.

The prize from Government in a sizeable Devolution deal would be increased investment into the area and freedom to decide how that funding is spent.

A Combined Mayoral Authority could also be created as part of a Devolution deal. The directly elected Mayor of Cumbria would take on responsibilities for driving growth, building revenue and strategic work between the police and fire service.

Director of the Northern Powerhouse Partnership Henry Murison believes Cumbria could be close to a significant Devolution deal following the appointment of new Prime Minister Liz Truss’ cabinet.

Mr Murison said: “Simon Clarke and Devolution is really exciting. I’m really confident that the chances of getting a Devolution deal for Cumbria are much higher. I think Simon Clarke is keen to be the person to offer Cumbria the best deal.”

Simon Clarke has been appointed to Liz Truss' cabinet as Secretary of State for Levelling-Up, Housing and Communities.

On the benefits of Devolution, Mr Murison said: “It’s the ability to have flexible funding. Funding you can spend on projects without having to bid to Government.”

Mayor of Copeland Mike Starkie is pushing for a Devolution deal between the two new councils in Cumbria.

He said that the “progressive attitude” of the new Government under Liz Truss is encouraging.

“I’ve already had contact with Simon Clarke, the new Levelling-Up Secretary whose keen to crack on with devolution.

“Some of the new unitary councillors are showing a little bit of reluctance but it’s the only game in town to get big economic growth into our area.”
