PLANS are being drawn-up for a major 10,000 home housing development south of Carlisle.
St Cuthbert’s Garden Village will bring a 'new, sustainable community' south of Carlisle with 10,325 new homes built over the next 30 years.
Carlisle City Council is leading on the project in collaboration with Cumbria County Council with a business case set to be submitted next year.

And the city council’s development department has received an application to convert agricultural land west of Scalegate Road for use as a park.
The site, can be accessed from Durdar Road and Scalegate Road and is located in the heart of what will become St Cuthbert’s Garden Village.
Although the application is just to authorise the land being used for a different purpose, in the future it will be transformed into 'the centrepiece' of St Cuthbert’s Garden Village.

Carlisle City Council ran a Start with the Park competition which gave residents the opportunity to design the open space at the centre of the major housing development.
Of the 13 professional entries received, the design produced by Gillespies titled ‘The Greenway Ribbon’ was chosen as the winner.
A five metre wide shared path has been accommodated for in the change of use application.
The all-weather surface, linked to the Public Rights of Way network, will be a “fully inclusive and accessible environment.”
The planning statement reads: “The ribbon will be delineated by colour, texture and material. There will be opportunities for community involvement to personalise and develop its design further to engender ownership.
“There will be minimal foundations to reduce carbon footprint, construction costs and materials, and to minimise the impact on the ground.

“This light touch approach is being proposed so that the existing mono-culture agricultural landscape is sensitively regenerated to become wilder, more biodiverse and resilient to climate change.”
Start with the Park is designed to “harness the rivers, world class views and woodlands to create a network of unique, high quality, active landscapes and new destinations.”
The guiding principles for the wider development include providing high quality homes, innovative employment opportunities, smart living and integrated sustainable transport.
In the Masterplan Framework, the site will provide a connectivity route from the east to the west of St Cuthbert’s Garden Village.
