NETWORK Rail has proposed the construction of an aggregates handling office and welfare building at Kingmoor in Carlisle.

The construction plan at Kingmoor Marshalling Yard aims to enhance the efficiency and effectiveness of railway maintenance and repair operations.

By having a dedicated facility for processing aggregates and ballast, Network Rail says the plans will help support the maintenance of the railway line. 

The development plans include a weighbridge, car parking, access arrangements, and other ancillary works.

The office and welfare building will be used for the processing of aggregate and ballast for the maintenance and repair of the railway.

To facilitate the operational staff's interaction with HGV drivers, a weighbridge is proposed to be located adjacent to the west of the new building.

Additionally, a staff car park with 17 spaces, including two EV spaces and one disabled bay, will be situated to the east of the building.

Access to the facility will be provided through a new gravel road and a separate gravel footpath for pedestrians.

To address the wastewater needs of the development, a small foul water pumping station will be constructed to the south of the office and welfare building.

An original application for the plans was submitted in April earlier this year, but had since been withdrawn. 

The application was resubmitted to Cumberland Council on August 15. 

The nearest postcode to the development is CA6 4BB. 

The public can view and comment on all applications submitted to Cumberland Council for approval.

Councillors on the planning panel will take comments of support or objection into account when giving a verdict.
