PLANS have been submitted to turn a previously approved application into the site of 114 'affordable homes' in Carlisle. 

The application for land at Burgh Road, which sits within the Carlisle Local Plan, has been put forward to Cumberland Council by the Home Group on August 14, who now seek to bring a 100 per cent 'affordable' housing scheme to the site.

The revised application comes after 83 homes had been approved for the site in 2018.

Provided approval is granted, the project will create a mix of two-storey properties featuring both parking and rear garden spaces.

The revamped development proposal presents 42 two-beds, 66 three-beds, along with six four-bed homes.

The proposed scheme sees an increase in provision in which the earlier proposal deemed 22 affordable units as 'unviable'. 

The design and access statement indicates making contributions beyond securing affordable housing provision is not 'feasible or viable'.

"The development is an affordable housing scheme which will make a significant contribution to the provision of affordable housing within Carlisle," the report reads. 

"It has been brought forward by Home Group Housing Association who are committed to delivering the project.

"It has been designed to create an inclusive and vibrant community which will enhance the housing offer within this and the wider area of Carlisle and aid people who cannot access the housing market without some assistance.

"The scheme will provide public open space, a permeable layout, and delivers a high-quality design which will complement this entrance into the city.

"The application has been tested against the relevant planning policies, both locally and nationally and it is considered that the development would meet the requirements of such and the application should therefore be approved," the application reads. 

The application comes after Cumbria has been set for some of the largest increases in housing targets under the Government’s new methodology.

For Cumberland Council, the annual starts target increases from 224 to 1,217 while for Westmorland and Furness, it rises from 227 to 1,430.

The Deputy Prime Minister recently unveiled plans to overhaul the current planning framework with hopes of delivering Labour’s promise of building 1.5m homes over the next five years.
