A LANDOWNER is seeking retrospective permission for a 'privacy bund' he has had constructed adjacent to a newly-built holiday park.

Mr John Wedgewood, of Winscales, near Workington, has submitted the application to Cumberland Council after the bund became the subject of attention from planning enforcement officers, according to the statement submitted on his behalf.

Mr Wedgewood was given the green light to install a 900-millimetre high bund as a 'privacy screen' following the permission granted to the owners of Brigham Holiday Park to construct the 25-lodge Grasmoor View park close to Mr Wedgewood's property.

The statement, submitted by JTS Architectural Services on behalf of Mr Wedgewood, says: "Mr Wedgewood was supportive of the caravan development throughout the planning process.

"It was agreed to install a 900mm high bund on the caravan site land and a 3-metre wide shelterbelt and screen planting on his land.

"This would have been a satisfactory solution if the site levels had remained as per the sections approved by the planning department.

The statement alleges that several conditions on the construction of the holiday park were not adhered to, including the level of the land, so the bund had to be 'significantly higher', to protect his privacy.

"Since an occupant of the caravan site has made an official complaint to the council regarding the bund, and the planning enforcement team have made contact with Mr Wedgewood, we have been requested to act on behalf of Mr Wedgewood."

The statement argues the condition requiring the park owners to submit drainage details 'before use' of the site is 'poorly worded'.

It says: "If the surface water is found not to work at this stage options are limited without major works to rectify the issue.

"The volume of water now working its way down to this property is overloading the houses soakaway which has not been designed to take the caravan site run off, and as a result the water is working its way out onto the highway as a release point.

"We hope that the planning department looks favourably on the bund as the lesser of the two evils in the public interest as a suitable solution for both the two dwellings and the caravan park."
