Shoppers were evacuated from The Lanes shopping centre in Carlisle on Friday afternoon.
The evacuation was triggered by a false alarm which led to Cumbria Fire and Rescue, Cumbria Police, and North West Ambulance Service attending the scene.
Ian Duncan, from the Local Democracy Reporting Service, was passing by the scene at the time.
He told the News & Star: "Dozens of shoppers had to be evacuated from a Carlisle shopping centre today (FRI) as emergency sirens sounded throughout the building.
"At least one fire crew arrived as the puzzled shoppers crowded around all of the entrances to The Lanes Shopping Centre."
