After spells with Shrewsbury Town and AFC Wimbledon, the 25-year-old heads to Devon.
He joins a Plymouth side managed by former Carlisle player Steven Schumacher, and who sit fifth in League One.
Cosgrove was with United in the 2017/18 season, joining the Blues after a trial.
After 12 appearances and one goal, he was sold to Aberdeen where he enjoyed a prolific spell.
His move to Birmingham in January 2021 benefited the Cumbrians financially through a sell-on clause.
But he has struggled to make a first-team breakthrough at St Andrews.
Speaking to Argyle's website about his loan move, Cosgrove said today: “As soon as I knew there was interest, it was something that piqued me straight away.
“I was lucky enough to play in the league last year, and I played against Argyle twice. They were an impressive outfit to say the least.
"When the opportunity came up to potentially come here, I knew it would be a great chance for me. It’s a chance to be fighting at the top end of the table."
