It captures Rudge in his trademark flat cap issuing instructions from the touchline.
More than £46,000 has already been raised, with a £100,000 target, in an initiative set up by the Port Vale Supporters' Club.
Rudge, who played for Carlisle from 1966-69, is regarded as an iconic figure at Vale, where the 78-year-old is now club president.
In a comment on the GoFundMe page, supporters' club chair Mark Porter said: "Vale fans owe Rudgie a lot.
"He was in charge of the club during its most successful period, and for many fans, their fondest memories come from the years he was in charge.
"Promotion from Division Three to the Championship, wins over Everton and Spurs and trips to Wembley.
"Now it’s time for us to give him something back as a thank you for those memories and we feel a statue is the best way to do that.
"We want Vale fans from generations to come know just how special and important he was to Port Vale”.
Rudge's playing days included a three-year spell at Carlisle during which he played in some memorable games.
He was in the United side that claimed a famous 1-0 victory over Newcastle United at St James' Park in January 1968, Rudge also featuring in the fourth round game against a star-studded Everton side at Brunton Park.
He was part of the Blues side that established itself in England's second tier, and he scored 16 league goals in 50 appearances.
Rudge's autobiography, released this autumn, will include a section on his time at Carlisle.
United take on Port Vale at Vale Park next Saturday, August 26.
